The announcement comes at a sensitive time, as Gaza remains under intense humanitarian pressure and the political future of the territory is being discussed by multiple regional and international stakeholders.
Hamas has ruled Gaza since 2007, running key services and institutions in the territory. Any shift in governance is expected to have major political and administrative impact, especially on issues such as security, reconstruction, aid distribution, and public services.
Observers say the lack of a timeline shows that many parts of the plan are still unclear. It also highlights how fragile the situation remains, even with ongoing efforts toward a ceasefire and long-term stability.
